摘要(Abstract)：

[目的/意义]智库是影响美国人工智能政策的一股重要力量。研究“以人为本”人工智能研究所对美国人工智能政策的影响，可以更好地洞悉智库在美国政治制度运作中的作用。[方法/过程]本文基于政策过程理论考察“以人为本”人工智能研究所对美国人工智能政策的具体影响，基于知识运用理论和社会分层理论考察“以人为本”人工智能研究所实现政策影响力的方式。前者注重考察其实现政策影响力的内部能力，后者则注重考察考察其实现政策影响力的外部能力。[结果/结论]“以人为本”人工智能研究所对美国人工智能政策的影响主要体现为推动美国人工智能研究资源建设。从政策过程视角来看，“以人为本”人工智能研究所参与了政策问题、政策议程和政策制定三个阶段，并产生了以“线型影响为形式、政策合法化为结果”的影响。从知识运用视角来看，“以人为本”人工智能研究所的影响根植于其政策研究和政策叙事中。从社会网络视角来看，“以人为本”人工智能研究通过构建和运用核心网路、中心网路和边缘网络向受众投递政策建议。
