美国人工智能政策分析与评价——基于“工具—阶段—一致性”的三维框架Analysis and Evaluation of U.S.Artificial Intelligence Policy:A Three-Dimensional Framework of Tool-Stage-Consistency

摘要(Abstract):
[目的/意义]人工智能是当前国际科技竞争角逐的焦点。对美国人工智能政策进行系统性分析能够为我国人工智能政策制定提供有益启示。[方法/过程]本文以美国22项人工智能政策文本为研究对象,从政策工具挖掘、产业价值链分析以及PMC指数评价三个维度,对美国人工智能政策进行量化研究。[结果/结论]研究发现美国人工智能政策在政策工具的运用上以供给型和环境型为主,且在产业价值链上主要瞄向技术部署与应用推广、模型开发与技术实现两个阶段,政策PMC指数(policy modeling consistency index)评级均为良好及以上,同类政策评级变化以及当前政府重点政策评价差异反映了美国人工智能政策的渐进式探索过程,以及对新兴技术规制的谨慎态度。我国人工智能政策制定应注重政策工具运用的均衡性及其与产业价值链的衔接性,同时探索技术监管与激励创新相互兼容的新兴技术治理之道,不断完善人工智能政策体系,以支持人工智能产业蓬勃发展。
