摘要(Abstract)：

[目的 /意义]“立法关联型智库”是印度智库建设的创新，对其展开探讨对我国智库参与和服务人大立法工作具有一定的理论价值和现实意义。印度的议会委员会为考察印度构建“立法关联型智库”的理论与实践提供了关键线索。[方法 /过程]立足内阁专权下印度议会委员会参与立法的职能和程序，借鉴立法决策相关理论，归纳印度议会委员会兼具智库角色的理论逻辑和实践路径。[结果 /结论 ]印度议会委员会也具有智库的功能，其致力推动政府决策的“双重合法”，为“立法关联型智库”及印度智库的特点研究提供了一个创新视角，也为中国智库参与立法提供参考和借鉴。
