摘要(Abstract)：

[目的/意义]研究菲律宾智库的发展和特点，以及其如何为菲律宾国家治理和东南亚区域治理提供解决问题的方案，对加强中菲合作、中国与东盟合作具有重要价值。[方法/过程]本文梳理了菲律宾智库的基本情况与发展历程，总结了菲律宾智库的基本特点，并选取了较为典型的智库作为案例，探究其在菲律宾国家治理和东南亚区域治理中发挥的作用。[结果/结论]菲律宾智库对国家治理的贡献主要体现在为政府社会治理提供信息和政策建议、为国家经济发展提供政策建议、扩大政治民主化与完善地方政府治理水平、参与政府外交政策制定过程以维护菲律宾国家利益4个方面；对区域治理的贡献主要体现在为区域安全稳定做出贡献、为区域人权保护做出贡献以及为区域环境保护做出贡献3个方面。
