摘要(Abstract)：

[目的/意义]准确研判欧洲智库对深度求索(DeepSeek)的认知，有助于把握欧洲国家对华人工智能政策的走向，为中国人工智能产业发展提供启示。[方法/过程]本文选取具有重要影响力的9家欧洲智库作为研究样本，对其2025年1月以来发布的相关文献进行梳理分析，剖析欧洲智库对DeepSeek的主要认知、特点以及主要认知产生的原因。[结果/结论]多数欧洲智库认可DeepSeek的技术创新及其对中国人工智能产业发展的推动作用。然而，有些智库担忧DeepSeek的诞生可能会引发安全伦理风险，进一步加剧中美科技竞争。鉴于此，本研究建议中国要加强对公民个人信息的保护，加快构建完整的人工智能产业的生态系统，积极防范人工智能技术可能带来的安全风险，加快国产芯片的科技创新，进一步完善人工智能伦理规范建设。
