全球人工智能治理知识网络中的结构性权力研究——基于引文网络的分析A Study of Structural Power in the Global AI Governance Knowledge Network:Based on an Analysis of Citation Networks

摘要(Abstract):
[目的/意义]在人工智能全球治理进程中,智库扮演着关键角色。厘清全球智库网络知识权力结构,对把握全球人工智能治理领域的知识权力分布格局及互动逻辑具有重要价值。[方法/过程]本文以滚雪球抽样方法构建“机构–报告–引文”网络,以信息地图(Infomap)算法检测智库网络结构,结合内聚/隔离指数与相对重要性等指标,度量智库在网络中的角色功能,辅以主题建模与话语标注实现语义校准。[结果/结论]网络覆盖125家智库,呈现“中心–边缘”结构,欧美等西方智库占据核心位置,非西方智库占比偏低。网络社区结构受技术和社会双逻辑塑造,知识网络形成三大核心主题社区以及数个“区域+功能”复合社区,美国智库在网络中拥有重要的结构性权力。知识网络中的中国话语被选择性地嵌入西方国家安全叙事,中国智库的其他知识贡献则被忽视。中国智库在全球人工智能治理知识网络中的结构性知识权力缺失,与其边缘地位互为因果、相互强化。
