摘要(Abstract)：

[目的 /意义]伴随百年未有之大变局而来的是层出不穷的不确定性、难题和挑战。在发挥党政机构决策优势条件和能力的同时，激发包括智库、社会组织等的公共决策咨询服务功能，助力科学高效决策，是深化国家治理体系改革和提高治理能力的必由之路。[方法 /过程]本文通过文献研究法、实地调研、会议座谈和问卷调查等研究方法的综合分析，探究新时期智库提供公共决策咨询服务存在的问题，提出改善智库公共决策咨询服务能力、质量与效能的对策建议。[结果 /结论 ]新时期智库包括六个方面公共决策咨询服务供给质量瓶颈的：即智库要明晰目标定位和突出自身优势；着力引进与培养高水平咨政人才；创新智库运行管理机制；改善决策咨政手段方法；致力提高决策咨询服务质量；理顺决策咨询服务成果转化机制。
