摘要(Abstract)：

[目的/意义]准确把握“选举和政治进程加强联盟”（Consortium for Elections and Political Process Strengthening,CEPPS）推广美式民主的主要做法及其特点，有助于深刻认识美国利用非政府组织开展“民主推广”活动的基本规律，为“全过程人民民主”理念的国际传播提供借鉴。[方法/过程]本文对CEPPS的组织架构、资金来源、人员构成等进行梳理，从依托力量、理论研究、民主传播、整合当地“民主力量”4个方面，分析其开展民主推广活动的主要方式，并探讨对提升中国民主话语权的启示。[结果/结论]CEPPS依托美国国际开发署的支持，不断加强“民主理论”研究，推动“民主声音”传播，整合目标国家/地区的“民主力量”，多管齐下，推动美式民主理念的推广。对于中国而言，要积极推动非政府组织的建设及对外交流，加快中国本土民主话语的国际传播，不断提升国际民主话语权。
